GSA establishes Galileo Reference Centre

The Galileo Reference Centre (GRC), to be located in the Netherlands, will play a crucial role in monitoring Galileo’s performance. The European GNSS Agency (GSA) made the announcement during this week’s European Space Solutions conference in The Hague. 

This week during the 4th European Space Solutions conference in The Hague, the GSA announced the establishment of the Galileo Reference Centre (GRC) in Noordwijk, the Netherlands. The GRC’s core mission is to perform independent monitoring of Galileo’s performance and report on its findings. 

European Commissioner for Internal Market, Industry, Entrepreneurship and SMEs Elżbieta Bieńkowska and Dutch Minister of Infrastructure and the Environment Melanie Schultz van Haegen joined GSA Executive Director Carlo des Dorides to officially sign the GRC hosting agreement during the conference’s opening session.  

“The use of space data is becoming more urgent and relevant in many areas, for example in maritime safety and smart mobility,” says Minister Schultz van Haegen. “The Galileo Reference Centre will help ensure the provision of high quality satellite data so users can better rely on and benefit from Galileo.”

With Galileo Initial Services set to be declared this year, the GRC will play a pivotal role in the programme’s operations. “When operational, the GRC will provide the GSA with an independent system to evaluate the performance of the Galileo Service Operator and the quality of the signals in space,” says des Dorides. 

GRC’s core facility in Noordwijk will also actively integrate contributions from the EU Member States, Norway and Switzerland. The core facility is charged with generating performance evaluation products, reporting and performing dedicated campaign-based analyses. It will also rely on a range of facilities and expertise available in the Member States. 

The GRC will be implemented using a versioning approach. The first step is expected to be in place at the time of declaration of Galileo Initial Services. The core facility is set to become operational in 2017.

The GRC in Brief

 

  • Galileo is Europe’s global navigation satellite system (GNSS), operated and maintained by the Galileo Service Operator, under contract with the European GNSS Agency (GSA). 
  • The Galileo Service Operator is responsible for ensuring that the programme complies with the Galileo Services performance requirements.  
  • The Galileo Reference Centre (GRC) is one of the Galileo Service Facilities: a facility to support the provision of services to the Galileo Core System and the Galileo users.
  • The GRC is operated by the GSA: it provides the GSA with an independent means of evaluating the performance of the Galileo Service Operator and the quality of the signals in space.
  • The GRC is fully independent of the system and the Galileo Service Operator with respect to both the technical solution and operations
  • The GRC is comprised of both a core facility and contributions available at EU Member States, Norway and Switzerland.
  • The core facility, located in Noordwijk (The Netherlands), is charged with:
    • generating performance evaluation products and reports using data collected by itself and through cooperation with Member States;
    • performing dedicated campaign-based analyses to support investigations of service performance and service degradations; 
    • making use of the GRC’s own data, products and expertise.
  • Data and products from cooperating entities from the Member States support both daily operations and specific campaigns.
  • The GRC should benefit from but also contribute to maintaining the long term competences and expertise at the level of Member States.
  • All of the components of the GRC will be implemented using a versioning approach. The first performance monitoring solution, which primarily relies on contributions from Member States, is expected to be in place at the time of declaration of Initial Services. The core facility is expected to become operational in 2017.

The fourth edition of the European Space Solutions conference has launched in The Hague, promising a week of exciting discussion and interaction on European space policy and innovation – with European GNSS and the European GNSS Agency (GSA) taking centre stage.

Dutch astronaut André Kuipers officially kicked off the fourth edition of the European Space Solutions conference in The Hague by setting the scene with stories from his time on the International Space Station. Yet even when floating far above the Earth, Kuipers noted his appreciation for the increasing impact that space exploration and space technology has on our daily lives here on the ground. “Whether it’s weather forecasting, providing high precision agriculture or monitoring pollution, space directly impacts everyone’s lives – making us all astronauts on spaceship Earth,” he says.

This theme of linking space technology to earth was a common one throughout the conference’s opening plenary session. “Space technology and data can help resolve issues faced by humanity and help us build practical solutions,” says Dutch Minister of Economic Affairs Henk Kamp, representing the Netherlands Presidency of the Council of the European Union, the official host of the conference. “Space is important for the future of Europe – and Europe is important for the future of space.” On this point, he highlighted Galileo and EGNOS as prime examples of European projects providing global precision and helping to give Europe a competitive edge is such areas as trade and security.

With the declaration of Galileo Initial Services set for later this year, the timing of the conference couldn’t be better. “Now, more than ever, the challenge is to convert the success of the Galileo programme into tangible goods and services that will fuel jobs and growth,” adds European Commissioner for International Market, Industry, Entrepreneurship and SMEs Elżbieta Bieńkowska.

Representing a major step towards accomplishing this objective, the Commissioner joined Dutch Minister of Infrastructure and the Environment Melanie Schultz van Haegen and GSA Executive Director Carlo des Dorides in signing an agreement to establish the Galileo Reference Centre (GRC) right here in the Netherlands. The core mission of the GRC is to perform independent monitoring of Galileo’s performance and report on its findings.

Space opportunities

Although already today an array of applications and services are taking advantage of space technology and data, including GNSS and Earth observation, many presenters stressed the need to create more awareness about the role that space plays in our everyday lives. “Connectivity is the oxygen of business, and connectivity and applications are the key to creating jobs and growth,” says Member of the European Parliament Cora van Nieuwenhuizen. “This leads us to only one conclusion: it must support space.”

This is a sentiment echoed by European Commission Director-General for Internal Market, Industry, Entrepreneurship and SMEs Lowri Evans. “We are in the midst of an important and exciting economic moment for the European pace sector, but we need to shift our attention away from the hardware and towards the applications,” she says. “We need to get the data flowing, and this requires us to focus on research and innovation, unlocking skills, ensuring investment and looking at appropriate regulatory tools.”

But this isn’t to say that applications aren’t already benefiting from the technology. For example, in aviation EGNOS is facilitating the safe operation of aircraft at over 200 European airports – a number set to double by 2018. “This innovation represents the biggest technological revolution in aviation since the invention of radar, and the lessons we are learning here are now being exported to such domains as the rail sector,” says des Dorides.

Des Dorides also pointed to the area of location based services (LBS) and the geopositioning market, where the ubiquitous positioning provided by GNSS is being integrated with other technologies to deliver robust, reliable and secure positioning information. “GNSS receivers capable of capturing positioning, navigation and timing data will generate huge, rich data flows – making for a very interesting future for Galileo and its applications,” he concludes.

ESB Networks is the licensed operator of the electricity distribution system in the Republic of Ireland. ESB Networks relied on a highly bespoke geographic information system (GIS) to meet the specific, daily workflows required by its users. While it served the company well for years, the 25-year-old system was no longer supported and was hosted on aging IT infrastructure. These legacy technologies posed a risk to the delivery of the company’s core business functions and services.

Working with Hexagon Safety & Infrastructure and Hexagon’s partner Irish Mapping and GIS Solutions (IMGS) Ltd., ESB Networks implemented a new GIS built upon Hexagon’s Intergraph G/Technology to support the planning, design, construction and day-to-day operations of its electricity distribution network. The Hexagon software serves as a single enterprise solution for the full life-cycle management of ESB Networks’ network assets, improving workflow efficiencies and integrating seamlessly with other business-critical systems.

With it, ESB Networks has been able to successfully manage nearly 100,000 miles (160,000 kilometers) of electricity network, serve more than 2 million customers and improve the safety of its field crews.

“We are a regulated monopoly so value for money for customers is an issue for us. We’re constantly looking for improved efficiencies,” said Marguerite Sayers, managing director, ESB Networks. “Our GIS system and our relationship with Hexagon are core to making sure that we can deliver on the promise we make to our customers.”

Halton Regional Police Service

As part of the Greater Toronto Area, the Regional Municipality of Halton is experiencing Canada’s fastest population growth. To better manage growing demand on public safety services, Halton Regional Police Service created a new unit with a mandate to exploit data to make policing more efficient and effective. To conduct meaningful analysis, the agency first needed to transform its data into a useable form.

Halton Regional Police Service partnered with Hexagon to implement Hexagon’s Business Intelligence for Public Safety. Working with Hexagon, HRPS built a data warehouse that consolidated data from various sources.

Police data is now processed through the system. Each individual action performed by officers is time-stamped and classified based on the nature of the activity, and officer location and vehicle speed are also tracked and processed. The data is analyzed to enable proactive and preventative operations.

Armed with monthly, quarterly and annual performance measures, the agency can quantify officer activities, allowing supervisors to better determine how to allocate teams to improve public safety.

“Business analytics are very crucial to how we effectively deploy,” said Chief of Police Stephen Tanner, Halton Regional Police Service. “It's been an honor to have people from across Canada and other areas of the world recognize our efforts. It’s a fabulous testament to the work of our people to ensure continuous improvement.”

Madhya Pradesh Police

Madhya Pradesh is the second-largest state in India with 72 million people and 51 districts, many of which are in remote areas with limited access and connectivity to emergency services. Faced with geographic and infrastructure challenges, Madhya Pradesh Police sought to deploy a unified command-and-control system that would reduce response time and improve service to its citizens across the state.

Madhya Pradesh Police implemented an integrated suite of public safety software from Hexagon, including Intergraph Computer-Aided Dispatch (I/CAD), industry-leading incident management software, and EdgeFrontier, an integration platform that enables the organization to develop interfaces to other IT systems. The solution expands Madhya Pradesh Police’s incident response capabilities through map-based views of calls, events and units in the field. The agency’s field officers have in-car access to information in real time to optimize efficiency and improve situational awareness.

Hexagon’s software aids Madhya Pradesh Police in dealing with nearly 100,000 calls per day from 51 cities. The solution has helped reduce response times in urban areas from 30-60 minutes to 5 minutes or less.

“As the response time of the police has reduced, people are much more confident of their safety and feel safer now,” said Additional Director General of Police Anvesh Mangalam, Madhya Pradesh Police. “We are the pioneers in this country, and it is one of the largest integrated emergency response systems in the world. Now every state in the country is trying to duplicate our efforts,” added Superintendent of Police Amit Saxena.

Hexagon Safety & Infrastructure presented ESB Networks Ltd., Halton Regional Police Service and Madhya Pradesh Police with Icon Awards for their visionary use of software to significantly benefit their customers, citizens and communities. Announced at HxGN LIVE, Hexagon’s annual conference, the Icon Awards are Hexagon Safety & Infrastructure’s highest customer award.

ESB Networks

ESB Networks is the licensed operator of the electricity distribution system in the Republic of Ireland. ESB Networks relied on a highly bespoke geographic information system (GIS) to meet the specific, daily workflows required by its users. While it served the company well for years, the 25-year-old system was no longer supported and was hosted on aging IT infrastructure. These legacy technologies posed a risk to the delivery of the company’s core business functions and services.

Working with Hexagon Safety & Infrastructure and Hexagon’s partner Irish Mapping and GIS Solutions (IMGS) Ltd., ESB Networks implemented a new GIS built upon Hexagon’s Intergraph G/Technology to support the planning, design, construction and day-to-day operations of its electricity distribution network. The Hexagon software serves as a single enterprise solution for the full life-cycle management of ESB Networks’ network assets, improving workflow efficiencies and integrating seamlessly with other business-critical systems.

With it, ESB Networks has been able to successfully manage nearly 100,000 miles (160,000 kilometers) of electricity network, serve more than 2 million customers and improve the safety of its field crews.

We’re constantly looking for improved efficiencies,” said Marguerite Sayers, managing director, ESB Networks. “Our GIS system and our relationship with Hexagon are core to making sure that we can deliver on the promise we make to our customers.”

Halton Regional Police Service

As part of the Greater Toronto Area, the Regional Municipality of Halton is experiencing Canada’s fastest population growth. To better manage growing demand on public safety services, Halton Regional Police Service created a new unit with a mandate to exploit data to make policing more efficient and effective. To conduct meaningful analysis, the agency first needed to transform its data into a useable form.

Halton Regional Police Service partnered with Hexagon to implement Hexagon’s Business Intelligence for Public Safety. Working with Hexagon, HRPS built a data warehouse that consolidated data from various sources.

Police data is now processed through the system. Each individual action performed by officers is time-stamped and classified based on the nature of the activity, and officer location and vehicle speed are also tracked and processed. The data is analyzed to enable proactive and preventative operations.

Armed with monthly, quarterly and annual performance measures, the agency can quantify officer activities, allowing supervisors to better determine how to allocate teams to improve public safety.

Madhya Pradesh Police

Madhya Pradesh is the second-largest state in India with 72 million people and 51 districts, many of which are in remote areas with limited access and connectivity to emergency services. Faced with geographic and infrastructure challenges, Madhya Pradesh Police sought to deploy a unified command-and-control system that would reduce response time and improve service to its citizens across the state.

Madhya Pradesh Police implemented an integrated suite of public safety software from Hexagon, including Intergraph Computer-Aided Dispatch (I/CAD), industry-leading incident management software, and EdgeFrontier, an integration platform that enables the organization to develop interfaces to other IT systems. The solution expands Madhya Pradesh Police’s incident response capabilities through map-based views of calls, events and units in the field. The agency’s field officers have in-car access to information in real time to optimize efficiency and improve situational awareness.

Hexagon’s software aids Madhya Pradesh Police in dealing with nearly 100,000 calls per day from 51 cities. The solution has helped reduce response times in urban areas from 30-60 minutes to 5 minutes or less.
